Introduction

The Criminal Injuries Compensation Authority (CICA) is an executive agency of the Ministry of Justice (MoJ). We receive over 40,000 applications every year for compensation, from people who have lost loved ones or have been injured as a result of violent crime. We know financial compensation can never fully redress what they have suffered. Nevertheless, what we do is an important part of providing justice for victims and we take pride that the compensation we pay helps people move forward with their lives.

We employ around 350 people and are based in Glasgow city centre. We are a small, engaged, productive workforce with a real sense of corporate community. We want to keep improving our services and the way we work to best serve the public, meet new challenges, deliver value for money and ensure CICA is a great place to work.

The role is based 10 Clyde Place, Glasgow, G5 8AQ and we currently operate a hybrid working business model, w a typical employee works 50% of their week from the office.

In the CICA Data Performance team, we provide high-quality data and analysis helping to ensure strategic, policy, finance, corporate and operational decisions are based on robust evidence.

The Role

The Performance Reporting and Data Insights Manager is responsible for delivering high-quality performance reporting, management information, and data-driven insights that support operational and strategic decision-making. The role provides leadership for performance analysis activities, ensuring the organisation can effectively monitor outcomes, identify trends, and drive continuous improvement through evidence-based recommendations.

The postholder will manage reporting processes, develop dashboards and analytical products, and work ly with stakeholders to translate complex data into meaningful insights that inform business priorities and performance improvement initiatives.

You will have a keen interest in working with data to support operational decision making and strategic oversight. You will be responsible for developing, maintaining and assuring high-quality Performance Management Information system (MIS) that enables teams and senior leaders to monitor effectiveness, identify emerging risks, and measure the impact of preventive controls across repayment regimes.

You will work with AWS systems such as quicksight and Microsoft systems such as Power Automate along with other internal data sources to design and maintain dashboards, reports and analytical products. You will ensure data accuracy and integrity, investigate trends or anomalies, and translate complex datasets into clear, actionable insight. Working ly with operational colleagues as well as MOJ technical and analytical colleagues, the role will help shape reporting requirements, support continuous improvement, and promote a strong data driven culture. The ability to communicate findings clearly, challenge constructively and adapt reporting to evolving priorities is essential to supporting CICA’s Performance Team.

Key Responsibilities

Performance Reporting:

  • Support the senior Performance manager in the development and production of regular performance reports and management information packs.
  • Ensure the accuracy, consistency, and timeliness of performance data and reporting outputs.
  • Develop and maintain performance frameworks, KPIs, and scorecards aligned to organisational objectives.
  • Monitor performance against targets and identify emerging risks, opportunities, and trends.
  • Present performance information in a clear and accessible format for a range of audience.

Data analysis and Insights

  • Analyse complex datasets to identify patterns, trends, and actionable insights
  • Use statistical and analytical techniques to support evidence-based decision-making.
  • Produce insight reports that explain business performance and recommend improvement actions.
  • Support forecasting, trend analysis, and predictive modelling activities w
  • appropriate.
  • Evaluate the effectiveness of programmes, services, and improvement initiatives through data analysis

Stakeholder Management

  • Act as a trusted advisor to managers and stakeholders on performance and data-related matters.
  • Build effective relationships with operational teams, corporate functions, and senior leaders.
  • Gather reporting requirements and translate business needs into analytical solutions.
  • Support stakeholders in interpreting data and using insights to improve outcomes.

Data Quality and Governance

  • Promote high standards of data quality, accuracy, and integrity.
  • Implement quality assurance processes for reporting and analysis.
  • Ensure compliance with organisational data governance, information management, and security requirements.
  • Support continuous improvement in data collection and reporting practice

Essential Criteria

  • Experience producing performance reports and management information.
  • Experience analysing data and providing actionable business insights.
  • Experience working with large datasets and multiple data sources.
  • Experience developing dashboards and data visualisations
  • Experience of use of Excel and similar Microsoft Products
  • Experience of communicating clearly with technical and non-technical audiences.
  • Experience working in a multi stakeholder environment.

Desirable Skills, Knowledge and Experience

  • Some knowledge of data analysis languages/tools, such as R, SQL, Python, Spark and data visualisation tools, such as Power BI
  • Experience of working with AWS platforms
  • Knowledge of the CICA Scheme

The selection process for this vacancy will utilise Civil Service Success Profiles and will assess your Experience, Behaviours and Strengths.

Stage 1

  • Applicants should provide a Curriculum Vitae (CV) and a Statement of Suitability of no more than 500 words, which demonstrates evidence of the essential criteria for this role.
  • You will also be asked to provide an example of how you have demonstrated the Communicating and Influencing behaviour (maximum 250 words).

Lead Criterion

A sift based on the lead behaviour (Communicating and Influencing) may be held if a large number of applications are received.

Stage 2

If successful at Stage 1, you will be invited to interview, which will incorporate a technical assessment.

At interview you will be asked a number of behaviour and strength-based questions. We will assess you against the behaviours listed below:

During the interview, you will be asked to complete a 45 minute technical assessment using a sample performance dataset.

You will be required to calculate key performance measures, including month-on-month changes, backlog movements, completion rates and percentage variances using Excel. You will then provide a short overview of your findings highlighting any trends, issues or insights identified from the data.

This assessment will look at your:

Ability to interpret and analyse performance data

Ability to gather insights and conclusions

Further Information

We offer flexible working between 7am and 7pm, Monday to Friday. While we currently operate a hybrid working model, we encourage new starters to spend more time in the office during their initial period in role to support induction, training, relationship building and familiarisation with the organisation.

The MoJ offers Hybrid Working arrangements w business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised role: all successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
